My phone does not ring when getting calls from non IPhone users?

Your phone has absolutely no idea what kind of phone is on the other end of the incoming call.

Check to make sure Do Not Disturb is turned off and check to see whether you have enabled Settings>Phone>Silence Unknown Callers.
