Disabled iTunes and and AppStore

Whenever I try to download or update an app a message pops up “Your account has been disabled in the AppStore and in ITunes, can anyone help me to fix the problem?

It can't be enabled from your end. Click here and contact Apple Support at a time they're open; if the link won't work in your country, use this form.
