MacBook Air stuck during update

I am stuck on this screen. Every time I manually reboot I end up here. Unfortunately I was not connected to WiFi before this happened so I’m not connected now. Suggestions?

Shutdown the computer by whatever means required including the Power Button. Disconnect all external drives. Connect to charger. Restart the computer in Safe Mode and choose the Intel or the M1 Silicon Methods as per type of MBA being used. Safe Mode will do a Repair Disk, clear cache files and only load Apple Software, extensions and Fonts. It will load slowly - Normal. This process may or may not allow the update process to complete successfully and present the Setup Assist of the new OS.
