Make a storage into my iCloud

my phone storage always runs out and I bought more iCloud storage which didn’t fix the initial problem. Now I have more storage in my iCloud and none in my phone.

how do I utilize more of my iCloud?

iCloud mirrors what's on the phone. It does not add storage to the phone - it's not possible to increase the storage on any model of iPhone (or iPad).
