Packing up watch to new iPhone
Before I unpair my watch to my old iPhone how can I back up the photos on my watch to my iCloud before resetting it?

Your photos are actually all included in that backup. Pretty much everything else is included too. Apple Pay setup is the one clear exception to this - and makes sense from security point of view.
