Phones use cellular towers to geo-locate, predominately, and also GPS if installed. Apple uses Wi-Fi access points to enhance iPhone location accuracy, but it is not the sole source of location. So, none of that is dispositive to what I suggested you investigate.

Since it is a MacBook Air, take it to places that there are likely known Wi-Fi access points and see if it can determine location.

Do you have another Mac in the same location that is able to find the location?

Location on a Mac uses the Wi-Fi access points (AP) it can see to triangulate the position. If Apple's location database doesn't know where the APs are that it sees, it will not be able to find a location.
