I want to know how to turn Time Machine OFF so I can clean up (delete) files/folders no longer needed.

Open System Preferences> Time Machine and depending on which OS you are running
set the button to off or uncheck Back Up automatically.

And do not delete things from the TM Backup drive in the Finder, only in TM.
