You can open Settings ➔ General ➔ Reset ➔ Reset Network Settings : This action will require you to enter your Wi-Fi password(s) again. Once the Network Reset is complete then check to see whether you can see the Hotspot option. If not then contact your carrier (vodafone) since your carrier provides and manages the Hotspot feature.
