Why when I message somebody on iPhone I have a a green bubble not blue isn’t when I message somebody on iPhone it’s suppose to be blue

The person at the other end may have it turned off or is having a problem with their iPhone.

Blue or Green bubbles. iMessage is enabled iPhone XR only sending messages in green. iMessage is on. Sending messages to my son or daughter, both have iPhones with iMessage enabled. Shouldn’t message bubbles be blue?
