Hi I want to change my iTunes store from U.S to Saudi Arabia and I want to reset my balance please.

To reset your balance, contact Apple Support directly ** clicking this link: contact Apple Support to zero your balance - Apple Support

Then follow the steps in this support document you change your Apple ID region: link->Change your Apple ID country or region - Apple Support
