I can not download any apps to my Apple ID account

What happens when you try? Error message(s)? Have you tried signing out of the App Store/iTunes, restarting the device, and then signing back in to see if it will download?

thanks, sign in ok, but then when try to download whatsapp it just won't do it
it goes around the circle as it is ready to download and goes back to the GET button.... will try turning off and on.... thanks
have to go for a couple hours but will continue trying.... very strange
