I have an iPhone XS with 256 GBs and I am currently only using 31.7 GBs of it. However, my phone constantly tells me that I am out of storage. What can I do to fix this.

Try to Restart your iPhone - Apple Support.

However, it might be telling you that you are out of iCloud storage. In that case, see: Manage your iCloud storage - Apple Support and Upgrade your iCloud storage plan - Apple Support.

Cheers,
