The factory restore does nothing as all it really does is clear personal settings and erase data. The remote management screen on activation is still there.

The Factory Restore will wipe the iPad - and install a fresh copy of the most recent version of iOS/iPadOS supported by your iPad.
Unfortunately that doesn't work. Upon update to v14.6 and restore, the iPad loads the activation screen which ultimately still loads the Remote Management dialog. You'd expect a COMPLETE wipe and reinstall of iOS would remove that but I don't know how iOS works. Windows is so much more simple to perform a complete wipe.
