Some Thoughts:

A. Compatibility Getting in the Way:

What is the model of your iPhone? Find out by tapping "About". Your iPhone model may not be updatable. If such is the case, this is because it not meet the hardware requirements for iOS13 and iOS14.

B. Cellular Getting on the Way:

I see that cellular is enabled. So, unless you have an iPhone 12 with 5G, then updating is not an option, as of this post. See Here: Use an iPhone 12, that is using 5G in order to update over Cellular - User Tip

C. So, How To Update your iPhone:

With no success, and is compatible, try using a computer....
