How do I arrange my photos by date and time taken? Some are in order but some aren't.

Where are you looking? In all photos, or in an album?
If in all photos you can only sort by date taken, so if some are not in order, then they don't have the date taken set correctly in the EXIF data.
If in an album, you need to right click the album, select sort, then by date (ascending or descending)
