Changing Region/country

i cannot change country on my iphone to update to European Debit card. After moving to europe payments are still set to United States. When i press change it pops out “cannot change ...at this moment”, I also have no balance due on account.

If you already followed (to no avail) ALL the steps provided in this support article:--> Change your Apple ID country or region - Apple Support , contact iTunes Store Support Team directly, using this link:--> iTunes Store & App Store – Get support for various issues

choosing:--> your country, then Apple ID, then iTunes & App Store. If your problem is not among the options shown there, tap/click on the option “the topic is not listed” and describe your issue.
