Ever since the macOS Big Sur update, when using Option-Command-L keyboard shortcut on Desktop, the icon size is decrease rather than opening the Downloads folder. Once the icon size has reached the minimum, only then the Downloads folder opens. Any idea what is causing this or any fix to this?

Hi. Same issue noted on Safe mode. No conflict of shortcuts are seen in preferences > keyboard. One more thing I noted was that, when Option Cmd L is pressed, the "View" menu is Finder blinks (instead of the "Go" menu where the Downloads shortcut is seen) but no such shortcut is seen anywhere in the View menu.
Solved this issue. I changed the keyboard shortcut for both Increase and Decrease icon size in Finder. At the same time I added a custom shortcut (with the default shortcut) Opt Cmd L for downloads like in the image below. All shortcuts are now working as intended.
