Unable to send message from my iPad to one of my contacts.

How can I send a message to one of my contacts that I can’t seem to do? I don’t have a problem on my Apple iPhone just on my new Apple iPad. I’ve tried everything. It tells me to go to messages-to iMessages but I don’t see that feature on my Apple iPad.
