I want to restore my photos in iCloud

My question is I want to rest of my photos in iCloud in one in my old device

Have you signed into Settings/Your Name using the same Apple ID that was used when the photos were synced to iCloud, and turned Photos syncing on? The photos sync is extremely slow. It could take several days or more for the photos to sync.
