my Apple Watch Series 3 Hermès 38mm (3rd gen) can't turn on after I put there without using n charging more than 10 months, and I back to first charging, the white apple logo keep flashing then turning red and keep repeating itself and can't proceed.

Lithium Polymer batteries don’t do will sitting unused for 10 months, I’m sure you completely depleted it and it needs to be replaced. Click on the Get Support link at the top right of this page to start the service process.
