Why am I not asked about whether I want to be tracked when I open an app now that I have downloaded the latest updates on my iPad and iPhone?

not all apps will surface the app tracking transparency prompt simply because they won’t track you. You can use this guide to see what apps can track you and disable them manually If an app asks to track your activity - Apple Support.
