Mac Mail Attaches Attachments in Differing Ways

Dear Forum,

When attaching emails to Mac Mail, some attachments attach as smll icons, and others attach themselves as full size replicas of the attachment. Mail has always done this. Does anyone know why the differing attachment properties?
