I recently went to and iPhone 11 from an iPhone X and I have about 2 dozen songs that are “not currently available” in my music even though I’ve bought them and they are still available on iTunes. Ive checked my region and its United States as well as signing out of Apple ID, restarting, then signing back in. Unfortunately so far it hasn’t worked

It may be what you are seeing are re-releases and the labels have changed and not seen as re-downloads.
Always keep independent backups of items you have purchased precisely because of this kind of thing happening. Re-downloading should only be seen as a convenience.

I know I wrote the reply that was in the link that Apple recommended but if I had thought it applied in this case too then I would have posted that earlier. You say, however, that you have checked your country setting and it is correct. That's why I didn't bother posting it.
