Can it really be true that Mac mail cannot natively schedule emails?
If it is still true, please recommend a 3rd party client.
If false, how do I schedule an email to send later?

Unfortunately this feature isn't available.
A workaround is to set an e-mail message with Automator and trigger the action in a Calendar's event. Not so straight forward/convenient, in my opinion.

There has not been this feature you are asking about in at least a decade and is not in this version of Apple Mail on Big Sur. There is an add-on called Mail Butler
Does Mac mail have a schedule function yet???
