My Apple ID is locked and I need some help to unlock it please

hello i hope that you are good

please i need some help my friend his father has opened a apple id and he has reste his phone so he didin't lost his icloud id i configurated the phone with his apple id and know when i try to sing-in to icloud it told's me that the icloud id has been locked when i try to recover it in iforgot.apple.com is asks me for the email end's with i******.com wish means he id end's with icloud.com but when i try to login into the email to get the confirmation code they told that the account is locked

so please help me
