Choose startup disk when updating OS

When the ´choose startup disk’ window comes up. There are no options to choose from and is just a loading wheel. The only other option is ´target disk mode’ which I don’t use. I don’t know where to go from here. Any help?

Backup. Reset SMC and PRAM, and safe-boot and do Disk First Aid in Recovery mode. Or try another user account. If that does not help, try to reinstall the latest macOS on top of the old one.
