I want to remove people from my family sharing, will they lose their Apple music playlist or will it be available when they start their own subscription via their Apple ID?

As long as whoever leaves the Family Sharing group re-subscribes within a short time period, on their own account; their library should remain in-tact. For more information, check out the following article: Leave Family Sharing
