I wamt to upgrade my icloud plan storage, is it possible to pay one time for a year?? Instead of paying each month

No, except by using iTunes Store gift cards to prepay the charges.

1. There isn't a fixed time limit for the cards, but there will be a fixed dollar amount.

2. If they're offered in your country, go to a nearby or online computer or general store that's large enough.
