How do I change the arrangement of the Categories in the App Library?

How do I change the arrangement of the Categories in the App Library? I don't like the way it is laid out, and in particular DO NOT WANT my most often used apps at the top, since they are already on my main home screen. (Which makes sense, since I use them frequently.)
