Apple TV requires credit card when using on the web?

I have Apple TV on my iPad, and it's great, but I want to see a movie on a bigger screen. I went to use my PC so I could play it on my home theater, and it asks for a credit card. I use PayPal with my Apple ID. Is there some way around this? I don't understand why using a credit card is necessary to watch from my PC when I already have a payment method on file.

The request for card details is not about payment, but about user (age) verification, and to match the card to the account details on file. Parental controls for Apple TV+ on the web - Apple Support. The support document doesn’t mention a solution for users without credit card. Try contacting Apple Support about that.
