Did MacOS 11.2.3 break option-zoom toggle between tile/fullscreen?

Up until I updated from 11.2.2. to 11.2.3 I could hover over the green window zoom button of any app that which brought up fullscreen zoom options, but when I held the option button the menu would toggle to tile options instead. That no longer seems to work. It is stuck in fullscreen operation only.

Since this has been a basic function of Mission Control for quite some time, is this a bug or has there been a gratuitous feature change?
