Read and follow all the steps provided here:--> If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network - Apple Support


If the issue persists, since your iPad is brand new, make an appointment at an Apple Store or Authorized Service Provider and have your device inspected. They'll give you all the available options.

Also, remember that you have 14 days (from the date of purchase) to return it and ask for a refund.
