Using Tabs in Preview

Hi everyone. I am running Big Sur OS 11.2.3. When I open multiple photos, not as a group, they open in Preview in Tabs. When I open multiple PDFs however, they open in separate windows. There is a Preferences setting for the images to open in one window, but no such setting for PDFs. I would like to open multiple PDF documents and be able to flip through them with Tabs in one window. Any thoughts out there? Thanks, David.

System Preferences > General > Prefer tabs: "Always".

So this is the “system” preferences, not Preview preferences? Maybe that is what I have been missing. Thanks, will have a look.
