Archive or make copies of the information you store in iCloud - Apple Support

If you delete Photos and Videos from the iPhone it is deleted from iCloud Photos too, and vice-versa.

Alternatively, upload to iCloud Drive (Not iCloud Photos), then you can delete from the iPhone.
