If I delete photos from my iPhone 6s plus does it leave the photos on the cloud or delete them from the cloud also?

If you are using iCloud Photos, whatever you do on one device or in iCloud itself is reflected everywhere. Therefore, when you delete a photo on the phone, you delete it from iCloud as well.

iCloud Photos is a syncing service, not archival storage.
