My iphone contacts show 20680 contacts and when I upload on icloud it only uploads 9400?

How do I make sure icloud can store and download all my contacts from iphone. Currently I have 20680 contacts on my iphone and only 9400 upload?


iPhone 8 Plus, iOS 13
