Cannot move children on family sharing

My wife has one of our children on her family sharing account. I have the other child on my family sharing account. We would like all of us to be on just one account. We have read to guidelines https://support.apple.com/en-us/HT201080 on how to move children between family accounts but it does not work. When I invite the child on my wife account she does on get a notification to approve, and when she goes to Settings > [your name] > there is no “Invitations” as stated in the guidelines. We have also tried the other way around where she invites the child on my account but with the same result.
