Transfer of data and SIM card

I just purchased a IPhone 12 Pro Max. Currently have service with Verizon and I was given a new SIM card from Verizon. Do in insert the SIM card before I transfer data via ICloud? My older phone is a XS Max.

Put the new SIM in the new phone then start the setup
