I can't find migration assistant on my old macbook air

I want to transfer contents of my old macbook Air to a new macbook air.

MacBook Air 13″, macOS 11.2

It should be in your applications/utilities folder

i don't have migration assistant in my mac just have a new MacBook air, and want to migrate from old MacBook Air to the new one. But I didn't find migration assistant in my Mac.
