If your iPad is new and unused, during the initial set-up you can sign-in with your existing AppleID - or create a new AppleID account directly from the device during the set-up process. For the benefit of absolute clarity, you do not need to create the AppleID account from (or using) any other device.

I have the same issue. I created my apple ID on my galaxy s9. I'm trying to access my new, but older edition iPad that I just received. The only other account that is on it is my husband's account.
