There are a bunch of Videos and a couple of Albums that don't show in iMovie that are there in Photos. I have to drag the Album to the Desktop and then import then from the Desktop into iMovie.
I've deleted Preferences in both Apps, [Control + Command click open] restarted the MacBook Pro (2015 11.2.3) access to the Photos Library is still limited.

Is it possible that you are using iCloud Photos and have Optimized Storage selected? If so, some of the non-displaying videos may be in the cloud and thus not displayed via the iMovie Photos sidebar item.
