A Couple of Thoughts:
A. Try Hard-Restarting your iPhone:
- Go To: Settings
- Select: General
- Scroll to: the Very Bottom
- Select: Shut Down
- Slide Finger: to the Right
- Wait: 30 Seconds
- Power On: the iPhone
- Try this Once More
B. Is Photos Enabled in iCloud?:
Are these all downloaded to your iPhone? If so, then enable Photos in iCloud.
- Go to: Settings
- Tap: Your Name (Very Top Item)
- Tap: iCloud
- Tap: iCloud
- Tap: Photos (So it is green)
- See if all show up
