Safari Preferences won't open

Am trying to upgrade from High Sierra 10.13.6 to OS Catalina, but App store does not have Catalina. Read that only Safari will allow retrieval from App store. So switched to Safari, but SAFARI PREFERENCES WON'T OPEN. Thank you for your help. Safari version is 12.0.1

iMac 21.5″, macOS 10.13

Then install Big Sur. They have the same requirements and restrictions on older software.
