Will not go on the Internet unless I go through another phones hotspot

My phone will not go on the Internet using Safari It just wheels but if I go through a hotspot it will connect to the Internet and do fine

The issue appears to be with your cellular connection OR with your Wi-Fi connection. Does this issue happen on Wi-Fi as wells as cellular? How about the performance on the internet from the other apps?
