Can’t delete apps on iphone six

When I hold an app it comes up edit home screen, the apps wiggle but no x comes up with which to delete them. Has anyone any answers please?

You may have Screen Time Restrictions set to ON.

Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Deleting Apps : Set this to ALLOW.
