Rebooting did not do anything to help the problem it remains the same

Rebooting doesn’t help the problem it remains the same I still can’t open up iTunes it still says it is downloading updates

Can you post a screenshot of the error message? It may help to reboot your router and your computer, then press and hold down Option+Cmd as you launch iTunes to open it in its safe mode.
