I would like to cancel an app but I cannot?

You can’t cancel an app. Once you agree to buy it, you have completed the purchase. If you want to try to request a refund, go here and see the instructions.

What happens when you try?
Have you checked if it is possible to delete that app going to Settings>General>iPhone Storage... then scroll down to that app and choose "delete"?
If the issue still persists, contact that app developers team and ask them:--> How to contact an app developer - Apple Support
