Apple has a page of info that may help you try to create your Apple ID again,:

https://support.apple.com/apple-id

There is also a "Related Article" link from Apple, (just above your question on the left of this page) to try.

If you see a Could Not Create Apple ID or Could Not Set Up iCloud message:
