After upgrade from High Sierra to Big Sur (11.2.3), a NEW "All Inboxes" folder was created in Mail. This appears to duplicate the already existing "On My Mac" folder, so can I safely delete the "All Inboxes" folder?

It is not a duplicate of On My Mac.
It is a compendium of all Inbox folders from each of your accounts.
You can remove "All Inboxes" from favorites, but that won't do much of anything. If you just want it to go away, you can remove it from Favorites.
I know how to Hide (collapse) the Favorites folder, but I don't understand / know how to "remove it from favorites"... I only have 2 mail accounts; what I would like is to simplify the mailbox panel and remove the redundancies. Thanks
Ctrl-click on an item and choose Remove from Favorites.
