Can I put music library in the cloud

Your iCloud storage is different from your iPhone storage. The following Apple Support article should be helpful:

Hi there,

If you are a subscriber to Apple Music, up to 100,000 songs can be stored in your iCloud Music Library. This doesn’t count towards your iCloud storage.
